Background:
The AQMD doesn’t have the authority to regulate mobile sources (like cars, trucks, planes), but it does have the authority to regulate static sources (buildings, refineries, oil wells, etc). The AQMD is proposing an indirect source rule that would regulate warehouse pollution. Diesel Trucks frequently dock at warehouses situated in vulnerable communities, producing large amounts of greenhouse gas emissions, particulate matter pollution, nitrous oxides, Volatile Organic Compounds (VOCs), and other atmospheric pollution. This pollution is known to cause severe health impacts to the frontline and vulnerable communities, especially in Los Angeles. The proposed rule called the Warehouse Indirect Source Rule (ISR) or Proposed Rule 2305. Its purpose is to regulate warehouses over 100,000 square feet by forcing them to switch to electric vehicle charging stations.

The air district is not doing enough to clarify the final rule, and we cannot afford to keep waiting.
This summer, we had over 70 unhealthy air days for smog in the south coast region.
The air district must be proactive in ensuring industry polluters are held accountable for their historical environmental damage to our communities.
The AQMD is responsible for millions of lives and has the authority to mandate that the region’s biggest polluters clean up their act.
The South Coast Air Basin is home to some of the worst air pollution in the country, primarily caused by emissions from warehouses and the goods movement industry.
The air district needs strong and enforceable requirements to get the industry to curb their dangerous emissions and finally clean up pollution in all communities.

This morning I am here to emphasize the importance of a strong indirect source rule and hope your office can do the right thing and pass one sooner rather than later!
Bottom Line: A strong Indirect Sources Rule(ISR) for warehouses is one that incentivizes getting our warehouses and logistics centers ready for zero-emissions vehicles and machinery both inside and outside the warehouses. An ISR will not only help achieve critical life savings emission reductions but can help spur local job creation in the construction and energy sector. We urge the air district to have the courage to hold this robust industry accountable for its massive contributions to SoCal’s already polluted air.
